making decisions

question : why do most of the people take them a long time to
                make up their mind about something ?
answers : i think that they lack science , knowledge ,experience
               and understanding
             : I assume that they try to get ( to know ) the facts first ,
               then they can make decisions .
             : I gather they are not accustomed to making decisions.
             : I conclude that decinding something needs to knows the
               other things which have connection with it, besindes
               the facts
